Want to return

Hello, yesterday I got my order the tags were not attached to the coat, and it seems like it's been already used?. What can I do in this case? it says I can't return it. To be honest I order things from Macy's very often and only one time in the past this happened to me but I was able to return it. Need help with this "situation". Thanks
