Missing the skirt

I ordered this suit, supposedly has jacket and skirt, but only the Jacket arrived. The tag is marked 50%OFF, NON CONGRUANT ITEM. There not available in this size for a replacement. I am very disappointed. How could have that been missed? Suit without the skirt.
