Nice look - runs small

The boot itself is very nice looking and stylish and seems to be of good quality. My husband has a higher arch and it was too hard to get his foot into the boot. He has a normal width foot, but felt it was tight. He said it felt like it could be sized incorrectly or runs on the small side. He wears a 13 for reference.
