Very pretty but too tight across chest

This is so pretty. But, as I had read on another review, it is a bit tight on top, and it was recommended to order a size larger, which I did. It is still too tight on top. Ordering a size up I do not think is the answer and the rest of it would be way too large, as it is already. Will keep it for a friend who is more flat chested.
